merely drawn up in order to satisfy the Regulation,
without its being really expected that they substantially adhered to

6. As, therefore, there
maybe cases in which it is not possible beforehand to
frame plans and specifications
in a sufficiently perfect shape to serve the purpose of fully acquainting Her Majesty's Government with the character of the intended work, I consider that the general rule may be so far relaxed, that you may in your own judgment, abstain from forwarding plans and specifications, in cases where you think that their transmission is
